Response from the GHM Greater Bay Area Institute of Urban Architecture (Hong Kong) on the 2022/23 Budget

The GHM Greater Bay Area Institute of Urban Architecture (Hong Kong) welcomes the 2022/23 Budget announced by the Financial Secretary recently, which mentions:

  1. The increasing land supply for housing development, the introduction of measures to encourage the adoption of Modular Integrated Construction (MiC) , the expedition on housing supply, and the injection of funds into the Construction Innovation and Technology Fund (CITF)  are all initiatives welcomed by our industry.
  2. On the environmental front, the proposals and measures on green and sustainable finance, green research and green cities are all helpful in achieving Hong Kong’s goal of achieving carbon neutrality by 2050.
  3. In the area of enriching our local talent pool, we are pleased to see that in the area of innovation and technology, the HKSAR Government continues to provide internship and training opportunities through various schemes to encourage or subsidize graduates to pursue their career path in I&T and attract talents from the Greater Bay Area, and in particular, to allocate funding to the construction industry to support manpower training.

In addition to the above, the Institute recommends the HKSAR Government to implement the following measures.

  • Continuing to promote environmental awareness, starting from primary schoolers, and to enable public participation in green projects that provide environmental benefits so as to jointly create a green environment in Hong Kong, which is complementary to the public education work that the Institute has been promoting.
  • In promoting the adoption of innovative technologies (e.g. BIM, MIC, IoT, IAQ, etc.) in the planning, design and construction sectors, the Government should have systematic, cross-departmental coordination and collaboration, and provide stakeholders with ways to encourage the multi-faceted and in-depth use of these technologies, e.g. in the overall development of the Northern Metropolis Development Strategy, to launch “Design-Construction-Property Management: One-Stop Innovation and Technology Encouragement Scheme “ in order to encourage the use of technology from the initial design and planning stage, through the construction phase, to the later stage of property and asset management.
  • To facilitate Hong Kong’s integration into the Greater Bay Area, the Government should set up a coordination mechanism for technology standards in the Greater Bay Area, so that technologies, materials and talents from both places can be exchanged and integrated in a reasonable and lawful manner, and each can take advantage of the other’s strengths and complement each other’s use.
